It probably has to that Obama is the presumptive nominee, and because they will be running looser shot of him at the convention in the next issue, they wanted a close up of him for this issue. If Time has already run photo Obama on a white background, they probably wanted a more different looking cover the second time around

To clarify what I meant in my earlier comment…it is not 1986 and it is unlikely that these images were “airbrushed” as noted in the article.
